Robert Wagner was born on May 11, 1918 in The Bronx, NY. He received a Bachelor of Science degree from City College of New York in 1940. Upon graduation he began as a Teaching Fellow in Zoology at the University of Texas while attending graduate school. In 1943 he received a Ph.D. from the University of Texas and was named Emeritus Professor of Molecular Genetics and Microbiology in 1999.
